FIA has planned on being extremely strict on the one move to defend rule. While its interpretation has been vageu so far, they have discussed with the drivers and made it clear this time around that one move to defend would be mean, one move to the inside to defend, while leaving 1 car's width on the outside (excluding the kerbs if any) if they "move back" to their racing line.
One can imagine though the driver pulling two defensive moves timed in such a way that the 2nd move is passed off as coming back to the racing line. But the FIA has tried to be strict here by making sure that moving back to the racing line doesn't prevent a pursuer from going wheel to wheel with the guy in front into that corner.
